Really hated how Darkside Chronicles changed Alfred's death. Alexia being legitimately upset about Alfred dying, to the point she cradled his dead body and sang a lullaby to him, helped humanize her just a bit and gave her more depth. Alfred and Alexia are undoubtedly insane and evil, but let's think why they behave that way: -Alexander Ashford made the Ashford family go to decline(even though he didn't, it's just his heart was never in virology at its core), so he created Alfred and Alexia. Alexander didn't want a child to love and care for, he wanted a means to an end to solve his own mistakes. -So he took Alexia's talents and exploited them for evil and selfish gain and Alfred wasn't even wanted, something Alexander made clear. The whole pseudo incestual thing between Alfred and Alexia is just an extremely twisted way of searching for the parental warmth and love they never got at home. And then Alexia goes to cryogenize herself for 15 years and Alfred goes eventually insane due to the intense loneliness he feels.
How are they "undoubtedly insane and evil"? Correct me if I'm wrong but... The story of the game starts with Claire trespassing at a private establishment(Umbrella Paris HQ), for absolutely no good reason whatsoever, and in the process of making her escape, she is responsible for the deaths of several security staff workers. She is then apprehended and incarcerated at Rockford Island. Meanwhile, what are the Ashford twins up to? Well, Alexia is still sleeping, so she's doing absolutely nothing for the moment. And Alfred appears to have been minding his own business at his own private residence, when shit hits the fan because fucking Wesker. Then Claire comes along and trespasses onto private property, which must be her favorite hobby or some shit. Alfred, believing that Claire is responsible for his island getting absolutely pummeled, tries to take her out. Put yourself in Alfred's shoes for one moment, and consider what is more likely: That Claire, who single-handedly, massacred a good chunk of the Umbrella Paris HQ security staff, could also be the culprit behind the disastrous outbreak that coincided perfectly with her arrival on the island. Keep in mind that he had zero knowledge of Wesker, and the only thing that is different is the arrival of this very capable young woman who broke into the HQ for absolutely no good reason, got apprehended, which earned her a one-way ticket to Rockford Island. Or Claire is simply the luckiest dunce in the history of the known universe, always managing to show up everywhere and get herself out of literally any situation, no matter how dangerous or complicated. And the place she just happens to randomly end up on that day is the main hall of a private residence, located on a private island at the very exact moment that a zombie outbreak has hit the fan. Now, I gotta clarify something: I think Claire is an okay person. So I'm absolutely not saying that she's an evil person by any stretch of the imagination. What I'm saying is that she is incredibly dumb, which causes her to do exceptionally dumb things. And these dumb things she simply cannot seem to stop doing has this chain reaction effect that fucks shit up for other people. For example; If not for Claire, the world would've been spared 11 years of Wesker's eugenics nonsense, because Alexia would've snapped Wesker's neck like a tiny little twig after his pathetic little grandstanding attempt, trying to get his hands on the T-Veronica virus. Now if I'm wrong about any of this stuff, please let me know. I do appreciate it! As for the other points you made, I am pretty much in agreement. I'd like to voice slight disagreement in regards to Alfred going insane. I do absolutely believe that his mental health has suffered due to the situation he lived in for 15 years, but him dressing up as Alexia and talking to himself as her, in my opinion, doesn't seem like symptoms of insanity. To me, they seem more like a coping mechanism. For 15 years, he has been able to maintain everything that was required of him while Alexia slumbered. And on the day of her awakening, even with pandemonium going on all around him, and with two annoying teenagers on his ass, he still manages to get shit done and keep Alexia safe. And at the very moment when Alexia awakens and is no longer in need of his protection, that is when he allows himself to die. There's no way an insane individual would be able to pull any of this off, and in support of this assertion of mine, I'm going to refer to the Legal Dictionary definition for the word "Insanity", which doesn't fit Alfred at all: "Mental illness of such a severe nature that a person cannot distinguish fantasy from reality, cannot conduct her/his affairs due to psychosis, or is subject to uncontrollable impulsive behavior."

So Claire is actually doing everything she can to find her brother, and even though risking her own life for something that can wait a while until things are still resolving (and going alone), is the most dumb part of it, it's a legitimate action to surpass some shitty private property and violate some dumb legal statements to achieve justice. When she wakes up she is the same or more disoriented than Alfred, she doesn't have to understand a fuck of what's happening and Alfred just appears from nothing in a destructed area threatening her with death for something she didn't do. For the other hand, we can say Alfred is not strictly evil, but completly insane. Despite is his fater's education failure the responsable of his madness, and not necessarily his, to see the world and the rest of the people as dispensable or inferior beings, he has helped his sister Alexia for 15 years to complete a experiment of a virus that consist in make Alexia a queen ant to control all over the world with the virus, just because they say people are dumb to control themselves. Resident Evil 4 was good. That one didn't exactly have a new virus. It was just a parasite. Resident Evil 5 was okay but I think it could've been done better. Resident Evil 6 was just awful but luckily Resident Evil 7 brought the series back to life.
If you think about it the Veronica virus was the best virus because the host didn't end up like a mindless blob like T and G and Nemesis... Alexia kept quite a few human traits she could also control other beings and monsters. Nemesis, G and Tyrant just killed everyone it came across.

FYI, there’s quite a few more facts from both the Japanese game guide and Shinji Mikami himself about the Ashford twins. The game guide reveals that when Alexander tweaked the intelligence gene on the twins, because he actually wasn’t that great a geneticist, he accidentally affected OTHER genes in the twins that led to their sociopathy. The two of them being unable to bond to or care about anyone else except themselves and each other is something they really have no choice about on a genetic level, so it really was Alexander’s fault for literally creating sociopaths by accident. And the thing that Shinji Mikami confirmed is that the twins actually kissed just as the dragonfly torture tape cuts away, so I mean we knew they were into each other, he just confirms it 100%.

Resident Evil has lore, great deep lore. I hate it so much when people say the RE games have no lore and always have shitty stories when there is just so much things going on behind the scenes.
John Sorrow Yup even today I still feel that Code Veronica was advanced for it's time this was when Dreamcast was out which also was ahead of it's time sucks to know that eventually Dreamcast died off like many other gaming systems. That game plus that gaming system took resident evil to awhole new level until resident evil 4 came out which is another one of my top resident evil games. Those two are definitely in my top 5 RE games of all time.

You know what confuses me...I CLEARLY remember the term "T-Alexia" virus back in the day. It was the variant of T-Veronica that was used in Steve because it was derived from Alexia's own blood or something, so it was a modified version of the T-Veronica. I know that I didn't just come up with this, so I'm really confused about what happened to this idea in the series... Honestly, if I had to say anything about Code Veronica compared to most of Capcoms traditional titles to be put forward is.. CV is a LONG game. Perhaps Capcom just didnt see the financial benefit of it compared to the easier time constrained titles.
I would take the retelling of games past in the chronicles series with a gran of salt. They're obviously non-canon and more like an OVA that gives you the gist of what happened. Also I'm not a fan of how they changed Alexia making her kill Alfred. It just seems like a half assed way to make her more evil and as a result it makes her come off as more one-dimensional, ignoring the tragedy of their characters. If REmake 2 is successful maybe we'll get an REmake 3 and REmake Code Veronica.

Because on one hand, the one telling the story is Leon, who wasn't a direct witness of the events. On the other hand it makes sense because Alexia sees herself as an ant queen, with Alfred as her loyal soldiers. Ants are eusocial drones and the male ants are considered expendable. Archaon The Everchosen I beat 4 and 5 which are very good games, but I didn’t enjoy them as I did 1-3/CV/Remake. I don’t deny that I’m a purist, but I am that for a reason. I’ve gotten more satisfaction and still do from solving things in the classic style than I did following checkpoints and shooting enemies though as standalone titles I appreciate them to a degree. I liked 4 but never felt the need to go back to it. I beat 5 and I’m still sour at the ridiculousness of Chris punching a boulder to end the game, but it was still a very good game for what it was. I just have more fun speedrunning the old style than I do the new.
In the S.D. Perry novel, their relationship is even more disturbing. Perry implies that they have an incestuous relationship (or, at least, that's how Alfred feels). While the novels aren't canon, I feel like this was a good take on their relationship. It always felt weird and uncomfortable in the game.
It was stated in the games that Alexia got the brains of Veronica whilst Alfred did not. He idolized her and saw her as more than human. She was everything to him, perfection. Alfred was also the only person Alexia cared about..

Interesting... I came across a video where the person said that the G-virus was used to make the Veronica Virus AFTER William Berkin's death, which goes against chronological lore by at least 15 years. However, I must correct you here. Darkside Chronicles is not canonical in it's entirety in the original timeline. So the whole thing with Manuella didn't happen in the original lore. I have proven that time and time again. However, the fact that the veronica virus was a component of the C virus means that Wesker indeed retrieved Steve's body, and was able to extract the virus from it, considering by the time of Alexia's death, there was no one left with the Veronica Virus. A doctor named Dr. Klamp also cultured a cell and kidney from a woman who is an actress named Melissa and at the same time Maya and Aya Brea both had a car accident and transferred to the hospital where Dr. Klamp was working with. Melissa had a kidney transplant, Dr. Klamp transferred Melissa's kidney into a young Maya Brea (which is the original "Eve"). The T-Veronica virus is one of the viruses of the saga that I would like to be infected with, since I could gain powers and still retain my human mind. The other viruses that I would like to be infected with were Wesker's, the combination of the T and G viruses seen in "Dead Aim" and the parasite Las Plagas. That would only work if you bonded with the virus for 15 years. If you inject yourself normally it would destroy your brain cells and tissue making you just another mindless creature. Steve was the excepción as he was injected with the altered T-Alexia virus which is superior to the regular T-Veronica virus.

Okay, I know I'm late to the party here but, hopefully what I'm about to type up will be useful to someone. Okay, for the sake of things not getting too complicated and confusing, I will only be focusing on Alexia in this explanation. The very existence of Alfred is a biological impossibility, and having to also explain why is gonna add even more details that aren't really relevant when dealing with the topic of cloning. If anyone should happen upon my post, actually read it and be interested in the Alfred bit, I would be more than happy to explain that too, but separate from this. So since Alexander didn't actually go into any useful details in his Code: Veronica Report, where he (very poorly) documents the cloning process that resulted in Alexia(and Alfred), I'm going to go by what advancements real-life science has made in regards to reproductive cloning. As you may already be aware of, we have successfully cloned sheep, I'm sure you've heard of Dolly the sheep? She was cloned using a process called Somatic Cell Nuclear Transfer, which I'll be using here to explain the cloning process that Alexander most likely used. In order to clone something, you'll need Somatic Cells from who/what you're looking to clone, which we will call the host. In this case, the host is Veronica Ashford. So, what is a Somatic Cell? Simple! It's any cell of an organism that is NOT a gamete, or cells that give rise to gametes, or undifferentiated stem cells. Any other cell of an organism is a Somatic Cell and can therefore be used in reproductive cloning via Somatic Cell Nuclear Transfer. So Alexander can pretty much use any part of Veronica's body for his cloning project, and since Veronica's burial rites were uncommon for the era in which she lived and died, Alexander is in luck, the cells are there for the taking because Veronica was embalmed. So, he's got the Somatic Cells, now he needs an egg! Which brings us to your question of surrogacy. The answer is yes. The twins did indeed have a surrogate, which I assume he would also harvest the eggs he needed from. Let's have a look at an excerpt from his awful cloning report: "I then sampled the gene of out great ancestor, manipulated its element, then implanted it into the unfertilized egg of a surrogate mother." The first part here, he's referring to what I've just explained with harvesting Somatic Cells from the host. I am not sure what he means by "manipulated its element", so I'm gonna assume that he is referring to the process in which the somatic cell is manipulated into reverting to an undifferentiated state. See, one cannot use a somatic cell as is, because in order to create a human, we're gonna need undifferentiated stem cells. An undifferentiated stem cell has the ability to become any type of specialized cell. A skin cell, for example, is a specialized cell that came about through differentiation. So our sample, being an already differentiated cell, is only able to do what it is specialized to do. Simply put, we cannot create an entire human being if skin is the only thing we have to build with, but technically we can, because the brilliant scientists of this world have figured out how to turn a differentiated cell back into an undifferentiated stem cell. The process also involves electricity, so that's pretty metal too, right? Next up in Alexander's clone report is implanting our now undifferentiated stem cell into the unfertilized egg extracted from the surrogate mother to be. I'm gonna have to add a note here about the process he describes here being incomplete. It's not good enough to implant into an unfertilized egg, because eggs also have DNA that is passed onto offspring: Half is from our father via the sperm cell, and the other half is from our mother, via the egg cell. Before Alexander can implant our stem cell into the egg, he needs to remove the mother's DNA from the egg, without damaging or removing the Spindle apparatus, and then he can implant the stem cell. The Spindle apparatus is vital to successful cloning. If it's removed or damaged, then absolutely nothing will happen, and he'll have to start all over. But with successful results that appear viable, it's time for the final step of the process: Implant into the surrogate mother, chill for 9 months and simply let nature do her thing. Any questions? I'll finish off this WAY TOO LONG comment by answering the very question you asked: "If they're clones, do they have no mother at all?" It depends on what your definition of the word 'mother' you're using here. If you're asking about who the twins' biological mother is, then the answer is Veronica's mother. If you're asking about mother in the sense of a maternal parental figure who raised and cared for them, then no. They didn't have a mother. Since a surrogate mother is needed for the cloning process, they did have one of those, but her part in this was pretty much just being an incubator. There! We're done! If you made it all the way to the end, I've got a question for you: You okay over there?

There was nothing the poor individual being sterilized could do about it, because the law was not on their side. So, while this nonsense was becoming extremely popular in the United States during the first 20 - 30 years of the 20th century(The Eugenics Record Office was founded in 1911), a certain group of people over in Europe was paying close attention, and they would eventually adopt the American Eugenicist Movement's nonsense agenda and use their research as the basis for their own bullshit movement. Although you might not have heard about the American Eugenics Movement, you've definitely heard about that European group cause literally everybody on the planet has heard about them: The Nazis. So, now that I've provided a bit of real-life history to give you a brief understanding of what kind of person Albert Wesker is, do you have any specific questions about him, or his plans or any of his other idiocy? Alfred and Alexia are undoubtedly insane and evil, but let's think why they behave that way:
-Alexander Ashford made the Ashford family go to decline(even though he didn't, it's just his heart was never in virology at its core), so he created Alfred and Alexia. Alexander didn't want a child to love and care for, he wanted a means to an end to solve his own mistakes.
-So he took Alexia's talents and exploited them for evil and selfish gain and Alfred wasn't even wanted, something Alexander made clear. The whole pseudo incestual thing between Alfred and Alexia is just an extremely twisted way of searching for the parental warmth and love they never got at home.
And then Alexia goes to cryogenize herself for 15 years and Alfred goes eventually insane due to the intense loneliness he feels.
How are they "undoubtedly insane and evil"? Correct me if I'm wrong but... The story of the game starts with Claire trespassing at a private establishment(Umbrella Paris HQ), for absolutely no good reason whatsoever, and in the process of making her escape, she is responsible for the deaths of several security staff workers. She is then apprehended and incarcerated at Rockford Island.
Meanwhile, what are the Ashford twins up to? Well, Alexia is still sleeping, so she's doing absolutely nothing for the moment. And Alfred appears to have been minding his own business at his own private residence, when shit hits the fan because fucking Wesker. Then Claire comes along and trespasses onto private property, which must be her favorite hobby or some shit. Alfred, believing that Claire is responsible for his island getting absolutely pummeled, tries to take her out. Put yourself in Alfred's shoes for one moment, and consider what is more likely:
That Claire, who single-handedly, massacred a good chunk of the Umbrella Paris HQ security staff, could also be the culprit behind the disastrous outbreak that coincided perfectly with her arrival on the island. Keep in mind that he had zero knowledge of Wesker, and the only thing that is different is the arrival of this very capable young woman who broke into the HQ for absolutely no good reason, got apprehended, which earned her a one-way ticket to Rockford Island.
Or
Claire is simply the luckiest dunce in the history of the known universe, always managing to show up everywhere and get herself out of literally any situation, no matter how dangerous or complicated. And the place she just happens to randomly end up on that day is the main hall of a private residence, located on a private island at the very exact moment that a zombie outbreak has hit the fan.
Now, I gotta clarify something: I think Claire is an okay person. So I'm absolutely not saying that she's an evil person by any stretch of the imagination. What I'm saying is that she is incredibly dumb, which causes her to do exceptionally dumb things. And these dumb things she simply cannot seem to stop doing has this chain reaction effect that fucks shit up for other people. For example; If not for Claire, the world would've been spared 11 years of Wesker's eugenics nonsense, because Alexia would've snapped Wesker's neck like a tiny little twig after his pathetic little grandstanding attempt, trying to get his hands on the T-Veronica virus.
Now if I'm wrong about any of this stuff, please let me know. I do appreciate it!
As for the other points you made, I am pretty much in agreement. I'd like to voice slight disagreement in regards to Alfred going insane. I do absolutely believe that his mental health has suffered due to the situation he lived in for 15 years, but him dressing up as Alexia and talking to himself as her, in my opinion, doesn't seem like symptoms of insanity. To me, they seem more like a coping mechanism. For 15 years, he has been able to maintain everything that was required of him while Alexia slumbered. And on the day of her awakening, even with pandemonium going on all around him, and with two annoying teenagers on his ass, he still manages to get shit done and keep Alexia safe. And at the very moment when Alexia awakens and is no longer in need of his protection, that is when he allows himself to die. There's no way an insane individual would be able to pull any of this off, and in support of this assertion of mine, I'm going to refer to the Legal Dictionary definition for the word "Insanity", which doesn't fit Alfred at all:
"Mental illness of such a severe nature that a person cannot distinguish fantasy from reality, cannot conduct her/his affairs due to psychosis, or is subject to uncontrollable impulsive behavior."

So Claire is actually doing everything she can to find her brother, and even though risking her own life for something that can wait a while until things are still resolving (and going alone), is the most dumb part of it, it's a legitimate action to surpass some shitty private property and violate some dumb legal statements to achieve justice. When she wakes up she is the same or more disoriented than Alfred, she doesn't have to understand a fuck of what's happening and Alfred just appears from nothing in a destructed area threatening her with death for something she didn't do.
For the other hand, we can say Alfred is not strictly evil, but completly insane. Despite is his fater's education failure the responsable of his madness, and not necessarily his, to see the world and the rest of the people as dispensable or inferior beings, he has helped his sister Alexia for 15 years to complete a experiment of a virus that consist in make Alexia a queen ant to control all over the world with the virus, just because they say people are dumb to control themselves. So, maybe it's not evilness but that siblings were fucking crazy for sure, and complete narcissist people with a superiority complex.

FYI, there’s quite a few more facts from both the Japanese game guide and Shinji Mikami himself about the Ashford twins. The game guide reveals that when Alexander tweaked the intelligence gene on the twins, because he actually wasn’t that great a geneticist, he accidentally affected OTHER genes in the twins that led to their sociopathy. The two of them being unable to bond to or care about anyone else except themselves and each other is something they really have no choice about on a genetic level, so it really was Alexander’s fault for literally creating sociopaths by accident. And the thing that Shinji Mikami confirmed is that the twins actually kissed just as the dragonfly torture tape cuts away, so I mean we knew they were into each other, he just confirms it 100%.

John Sorrow Yup even today I still feel that Code Veronica was advanced for it's time this was when Dreamcast was out which also was ahead of it's time sucks to know that eventually Dreamcast died off like many other gaming systems. That game plus that gaming system took resident evil to awhole new level until resident evil 4 came out which is another one of my top resident evil games. Those two are definitely in my top 5 RE games of all time.

You know what confuses me...I CLEARLY remember the term "T-Alexia" virus back in the day. It was the variant of T-Veronica that was used in Steve because it was derived from Alexia's own blood or something, so it was a modified version of the T-Veronica. I know that I didn't just come up with this, so I'm really confused about what happened to this idea in the series...

I would take the retelling of games past in the chronicles series with a gran of salt. They're obviously non-canon and more like an OVA that gives you the gist of what happened. Also I'm not a fan of how they changed Alexia making her kill Alfred. It just seems like a half assed way to make her more evil and as a result it makes her come off as more one-dimensional, ignoring the tragedy of their characters. If REmake 2 is successful maybe we'll get an REmake 3 and REmake Code Veronica.

Because on one hand, the one telling the story is Leon, who wasn't a direct witness of the events. On the other hand it makes sense because Alexia sees herself as an ant queen, with Alfred as her loyal soldiers. Ants are eusocial drones and the male ants are considered expendable.
Alexia does love Alfred but as an extension of herself, not as a person. That's not fraternal love, that's narcissism and narcissists are unable to care about no one but themselves.

Archaon The Everchosen I beat 4 and 5 which are very good games, but I didn’t enjoy them as I did 1-3/CV/Remake. I don’t deny that I’m a purist, but I am that for a reason. I’ve gotten more satisfaction and still do from solving things in the classic style than I did following checkpoints and shooting enemies though as standalone titles I appreciate them to a degree. I liked 4 but never felt the need to go back to it. I beat 5 and I’m still sour at the ridiculousness of Chris punching a boulder to end the game, but it was still a very good game for what it was. I just have more fun speedrunning the old style than I do the new.

In the S.D. Perry novel, their relationship is even more disturbing. Perry implies that they have an incestuous relationship (or, at least, that's how Alfred feels). While the novels aren't canon, I feel like this was a good take on their relationship. It always felt weird and uncomfortable in the game.
It was stated in the games that Alexia got the brains of Veronica whilst Alfred did not. He idolized her and saw her as more than human. She was everything to him, perfection. Alfred was also the only person Alexia cared about..

Interesting... I came across a video where the person said that the G-virus was used to make the Veronica Virus AFTER William Berkin's death, which goes against chronological lore by at least 15 years.
However, I must correct you here. Darkside Chronicles is not canonical in it's entirety in the original timeline. So the whole thing with Manuella didn't happen in the original lore. I have proven that time and time again.
However, the fact that the veronica virus was a component of the C virus means that Wesker indeed retrieved Steve's body, and was able to extract the virus from it, considering by the time of Alexia's death, there was no one left with the Veronica Virus. Thanks for the video and information. I'll use it in an upcoming video of mine.

It all started in the movie and novel Parasite Eve based in Japan where a woman had an accident then her husband cultured her cells to keep her alive and thus the woman was reborn and calls herself "Eve". A doctor named Dr. Klamp also cultured a cell and kidney from a woman who is an actress named Melissa and at the same time Maya and Aya Brea both had a car accident and transferred to the hospital where Dr. Klamp was working with. Melissa had a kidney transplant, Dr. Klamp transferred Melissa's kidney into a young Maya Brea (which is the original "Eve"). After a decade Melissa was always been given medication by Dr. Klamp to suppress her body temperature and it suddenly reaches out of her control because the Mitochondria inside herself was too strong and she suddenly calls herself "Eve".

The Blob which Eve melted the audiences at the Central Park consist of active and powerful Mitochondria cells and it can mutate living and non-living creatures.
I know it sounds ridiculous too. This is just a matter of Sci-Fi and fantasy game only and it has no connection to real life. Except only for Mitochondria, every human race has Mitochondria. It gives us life. Without it we will be as dead like a robot.

The mitochondria in the kidney rebelled and the one from Maya found harmony with her and evolved.
The whole story about parasite eve is how mitochondria are slaves to the cells as a power source and seeking freedom from its masters.
If you think this the ending in the first game will make sense.

The T-Veronica virus is one of the viruses of the saga that I would like to be infected with, since I could gain powers and still retain my human mind. The other viruses that I would like to be infected with were Wesker's, the combination of the T and G viruses seen in "Dead Aim" and the parasite Las Plagas.

That would only work if you bonded with the virus for 15 years. If you inject yourself normally it would destroy your brain cells and tissue making you just another mindless creature. Steve was the excepción as he was injected with the altered T-Alexia virus which is superior to the regular T-Veronica virus.
"He was no match for her" during that time. and it was a few months after he got his powers, and because of alexia's plot armor of being the final boss. But in Resident evil 5 Wesker can't effortlessly superspeed and thrust his hand through somebodys chest etc, so his resident evil 5 version would easily beat her.
Well RE:CV only takes place a few months after the events of Spencer Mansion, and RE5 took place in 2009. Eleven years after the events of RE:CV.
Actually Wesker started to do experiments on himself which casued him to be that re5 wesker but he had to keep up the doesage. Which became his plot armor weakness.
Because If he overdosed then he's more reckless and will have his body on overdrive and could possibly kill him. but the uroboros virus was consuming him and the volcano was his death.

Resident evil 4 or umbrella chronicles Wesker never had to take stabilizer serums and that was years after he still had the virus.

Okay, I know I'm late to the party here but, hopefully what I'm about to type up will be useful to someone.
Okay, for the sake of things not getting too complicated and confusing, I will only be focusing on Alexia in this explanation. The very existence of Alfred is a biological impossibility, and having to also explain why is gonna add even more details that aren't really relevant when dealing with the topic of cloning. If anyone should happen upon my post, actually read it and be interested in the Alfred bit, I would be more than happy to explain that too, but separate from this.
So since Alexander didn't actually go into any useful details in his Code: Veronica Report, where he (very poorly) documents the cloning process that resulted in Alexia(and Alfred), I'm going to go by what advancements real-life science has made in regards to reproductive cloning. As you may already be aware of, we have successfully cloned sheep, I'm sure you've heard of Dolly the sheep? She was cloned using a process called Somatic Cell Nuclear Transfer, which I'll be using here to explain the cloning process that Alexander most likely used.
In order to clone something, you'll need Somatic Cells from who/what you're looking to clone, which we will call the host. In this case, the host is Veronica Ashford. So, what is a Somatic Cell? Simple! It's any cell of an organism that is NOT a gamete, or cells that give rise to gametes, or undifferentiated stem cells. Any other cell of an organism is a Somatic Cell and can therefore be used in reproductive cloning via Somatic Cell Nuclear Transfer. So Alexander can pretty much use any part of Veronica's body for his cloning project, and since Veronica's burial rites were uncommon for the era in which she lived and died, Alexander is in luck, the cells are there for the taking because Veronica was embalmed.
So, he's got the Somatic Cells, now he needs an egg! Which brings us to your question of surrogacy. The answer is yes. The twins did indeed have a surrogate, which I assume he would also harvest the eggs he needed from. Let's have a look at an excerpt from his awful cloning report:
"I then sampled the gene of out great ancestor, manipulated its element, then implanted it into the unfertilized egg of a surrogate mother."
The first part here, he's referring to what I've just explained with harvesting Somatic Cells from the host. I am not sure what he means by "manipulated its element", so I'm gonna assume that he is referring to the process in which the somatic cell is manipulated into reverting to an undifferentiated state. See, one cannot use a somatic cell as is, because in order to create a human, we're gonna need undifferentiated stem cells. An undifferentiated stem cell has the ability to become any type of specialized cell. A skin cell, for example, is a specialized cell that came about through differentiation. So our sample, being an already differentiated cell, is only able to do what it is specialized to do. Simply put, we cannot create an entire human being if skin is the only thing we have to build with, but technically we can, because the brilliant scientists of this world have figured out how to turn a differentiated cell back into an undifferentiated stem cell. The process also involves electricity, so that's pretty metal too, right?
Next up in Alexander's clone report is implanting our now undifferentiated stem cell into the unfertilized egg extracted from the surrogate mother to be. I'm gonna have to add a note here about the process he describes here being incomplete. It's not good enough to implant into an unfertilized egg, because eggs also have DNA that is passed onto offspring: Half is from our father via the sperm cell, and the other half is from our mother, via the egg cell. Before Alexander can implant our stem cell into the egg, he needs to remove the mother's DNA from the egg, without damaging or removing the Spindle apparatus, and then he can implant the stem cell. The Spindle apparatus is vital to successful cloning. If it's removed or damaged, then absolutely nothing will happen, and he'll have to start all over.
But with successful results that appear viable, it's time for the final step of the process: Implant into the surrogate mother, chill for 9 months and simply let nature do her thing.

It depends on what your definition of the word 'mother' you're using here. If you're asking about who the twins' biological mother is, then the answer is Veronica's mother. If you're asking about mother in the sense of a maternal parental figure who raised and cared for them, then no. They didn't have a mother. Since a surrogate mother is needed for the cloning process, they did have one of those, but her part in this was pretty much just being an incubator.

Albert Wesker's plan is motivated by eugenics. Eugenics has already been demonstrated to be pseudoscientific nonsense, but the research done by the Eugenics Record Office was never intended to be scientific; If the discoveries they made contradicted their preconceived eugenics agenda, then the data was simply thrown out the window. They weren't scientists, they were racists and would go on to falsify their research data which would be used to pass new laws and legislation. One example is that they could have anyone they deemed 'unfit' sent off for compulsory sterilization. There was nothing the poor individual being sterilized could do about it, because the law was not on their side.
So, while this nonsense was becoming extremely popular in the United States during the first 20 - 30 years of the 20th century(The Eugenics Record Office was founded in 1911), a certain group of people over in Europe was paying close attention, and they would eventually adopt the American Eugenicist Movement's nonsense agenda and use their research as the basis for their own bullshit movement. Although you might not have heard about the American Eugenics Movement, you've definitely heard about that European group cause literally everybody on the planet has heard about them: The Nazis.
So, now that I've provided a bit of real-life history to give you a brief understanding of what kind of person Albert Wesker is, do you have any specific questions about him, or his plans or any of his other idiocy? I'll do my best to answer, and reflect it in real-life history(where applicable) if you found what I jotted down up there at all interesting.
