The Ninth Schedule items have not been tested against Art 39(b) for validity. Land reforms legislations have been passed on the wrong assumption that land belongs to states. Entry 18 of List II Sch. VII will NOT support that wrong understanding. Part I of the Constitution will make it clear for those who respect the Constitution.
