Also, "starter homes" for drug/alcohol addicts is a proven failure for many street folk, why repeat this failing recommendation over and over? Address the root-cause for the condition of chronic street folk. How do people get in this condition? If the root-cause can't be fixed to prevent adult street folk, then the only solution is permanent state provided institutionalization. Some individuals will never be able to care for themselves due to chronic mental health problems either self created (drugs/alcohol) or environmental (permanent brain damage).

How about charging them for the stolen shopping carts? When you get them for that, you find drugs, vehicle break-in tools, and other stolen items. You now have enough charges to get them off the streets for a year or more. You just gave them a place to stay and recover, and you made the world a better place for the rest of us.
