"Incomplete Ruler" is a really smart title. It alludes to Tenn and Riku being two halves of the perfect entertainer (Zero). Tenn is all about responsibility, delivering to his fans, and performing to a high level of quality, while Riku exudes charisma, loves the stage, and feels accomplished in what he does. I think it's not coincidence that they're twins--and that Kujo-san wants to make Tenn the second coming of Zero (when Tenn can't be complete in a sense without Riku).
