I phoned the store where I purchased the A15 5G and let them know that they were not truthful. It is a trap to sell you a data plan that they offer which are subpar plans. Thank you munchy for your instructions.

Newer Samsung devices sold in the US will allow you to set up your phone without a SIM inserted. This is because you must select your service provider/carrier before inserting the corresponding SIM.
