If UK local council workers are anything like US municipal workers (and by level of government at least, they are), then it is a *tough* crowd to get going, because it's a bunch of people used to being busy and milling about (i.e. paying attention to their own things) and the topics can be dry even when the people are interested in them.
You won't find a better mix of making the admin bits interesting and getting people genuinely enthused about a conference than what Becky shows in this reel.
