This scene is so short and almost feels insignificant given what had been seen of Da Mayor up to this point but once you finish the movie, this scene is so much more important.

It all depends on what it was I mean yes he threw a trash can at sal pizzeria and damaged the place cuz of radio Raheem's death but was the sign of avenge the answer?
