REF and RREF are not the same. REF is where you have a pivot in every column except for rows of all zeros/free variables, every pivot is located below/to the right of the one above except in the augmented portion of the matrix (where ideally no pivot or the system is inconsistent) and below each pivot position is all zeros. RREF differs in that every row above the pivot positions should be zero if possible, pivot position should be 1 (not 2, 3 etc) and so on.

That's true in general, but we use that result when we want our basis to contain only row vectors of A
