Hi brother
Your car is in limp mode which means ( emergency)
The reason why it must be due to some failure on engine parts
Most often are flow meter sensor ( it measures the air that goes into engine and if it fails it will stuck the rpm at 3000
Other than that might be egr , intercooler failure or any other pipe related to air flow
