Very interesting theory, DogePro! Titan has a thick atmosphere rich in Nitrogen, and Pluto and Triton have also this kind of atmosphere (although much thinner). The solar wind flux they receive and the thermal motion are the keys of why they keep their atmospheres!

Jool is probably not the best example, since all bodies in KSP are shrinked. I think Jool is about the size of Saturn it's just the entire system is shrinked

My system has plenty of moons with atmospheres. If you consider the 6 gas giants (yes, there are 6) then they all are larger and WAY more massive than Uranus and Neptune. Don't be too surprised when you look at the moons of the innermost and biggest gas giant, Rainy (semi-major axis 5.745 AU, radius ~82,216 km, mass 1.25x Jupiter) you'll see that the larger two (Indria and Rainus) look like mini-gas giants. Though they are a little bigger than Mars, they have masses of 0.37 and 0.14 Earths respectively. Their cores make up roughly 20% of their volume, which still means they were formerly the two smallest moons in the Nevbora system, even behind tiny Nyroa (radius 1,073 km), hence why they are moons. However, the blowing of an ancient gas disk from the outer system inwards by a 7th gas giant named Pasha gave atmospheres to 12 different moons, including all of Rainy's moons. Some of the moons that ran into the gas gained thick atmospheres that hide their surface from view, others got relatively thin atmospheres that were hardly visible, while Indria and Rainus sucked up so much hydrogen that eventually the stuff comprised the majority of the two moons' composition, turning them into tiny gas giants having their sizes drastically increased. They went from being the Nevbora system's two smallest moons to the two biggest just because they covered themselves in gas.
