Well, properly dealt with the "two air gaps" properly seal should not be an issue. As far as the window that is dependent on the manufacture. I have found Marvin although on the higher priced side to retain much of the glass area and with fiberglass construction a good choice. Pella has a fiber choice also but the quality throughout the window is dismal at best. If you can do it do the full frame but I found that my 35 year old frames where better then you could buy today and matched with the Marvin Essential series worked out perfectly. I have cedar siding and to disturb it would not have made sense. I guess it is all about the situation and the choice available.

Replacing the whole frame would be a nightmare. Especially if you had the house already sided. Definitely not worth it.

Depends on the conditions. If the old frame is deteriorated or the home has shifted to the point of creating air gaps then best to replace the frame. Definitely possible to go the easier route with filling with caulk or foam. To each their own. Budget and time are factors.
