I know fully maxing a vehicle feels good but only upgrading to 17 is enough for most of vehicles. The last upgrades cost so much and gives you so little of stats. Instead of spending money on last upgrades, level up your tuning parts.
Lastly, some vehicle upgrades are not worth for the vehicle, dont spend money on them. Just level them up to like 7-9. For example: super car air brake, racing truck downforce, super bike downforce
