I have a few pillow tabby’s and they all came with a second strap loop but those things fall off so easily, I swear they have a mind of their own.

I have it in pink and I used it a lot, I see a lot of wear on the leather especially at the bottom and a lot of corner wear. But no rain spots, even though I have been caught in the rain several times.

That second piece of leather to hold the strap down definitely came with the bag and probably fell off. Maybe reach out to see if customer service can get you a replacement?
