I can recommend you to make a no background character, import the video on Blender (or any traditional video editor) and then export it using the image secuence option. That will give you every frame as a PNG. Edit clothes there and then import it again on Blender or your favourite video editor, put the frames togheter, export it to MP4 and voilá.
