I believe when scaling the drawing to the proper dimension using the "Reference" the line length and input the actual dimension to get a more accurate result. Thanks

Then draw a circle at the left end point of the line and set the radius to the actual distance written on the dimension line. You then select the pdf and use the scale command using the line and circle as your references click the left end of the line and then the right end of the line and then select the right side quadrant of the circle. The pdf will now be to scale. It's not 100% accurate but it's close enough.
Hello I suggest that you try to place dimensions in other parts of the drawing. You may find that the linear scale may not work for all geometries. Try vertical dimensions. Thanks

I am using AutoCAD 2020 . But this feature is available from AutoCAD 2017 onwards
I have 2013 version autocad ,we don't have option to import pdf files,

How about using scale reference to enlarge or reduce PDF's to actual size in model space? Thanks.
PDF is an image file. Untill and unless you convert into a vector file (drawing file) you wont be able to perform editing or scaling in it.
