He will stay Governor. The time is given by constitution to give him time to decide and resign if needed. Position of Pres and gov are ceremonial and thus respected. That's why such provisions.
After a two-month notice is given to the Governor for initiating civil proceedings against him in his personal capacity, he loses immunity related to his personal acts (not official acts). Then the legal process against the governor (even if he is serving his term) can be started as per the ordinary course of law. The Governor can continue to hold his office and discharge his constitutional duties despite such civil proceedings being initiated against him. The two-month notice is given to him to prepare for his defences in advance.
Article 200: Article 200 of the Indian Constitution outlines the process for a Bill passed by the Legislative Assembly of a State to be presented to the Governor for assent, who may either assent, withhold assent or reserve the Bill for consideration by the President. The Governor may also return the Bill with a message requesting reconsideration by the House or Houses. Article 201: It states that when a Bill is reserved for the consideration of the President, the President may assent to or withhold assent from the Bill. The President may also direct the Governor to return the Bill to the House or Houses of the Legislature of the State for reconsideration.
