Thank you for presenting this solution. When attempting 1st step, It would take a while but wouldn't show that menu "Windows needs files from Windows Update to finish installing some features" and an error appeared. I typically don't like tools that "repair" windows, as there's a likely hood that files get erased, gladly the files remained intact and after 1 month, windows update was able to install that update

shut down windows firewall and any anti virus then do restart or it wont take . this seems to have fixed the GPU driver install updates from NVidia also. thanks

Try Repairing Windows
Search cmd then run as admin and execute the following 3 commands one by one-
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
Restart.
Once Done Trying Running System File Checker SFC Scan
sfc /scannow
Restart.
Windows Updates-
Install all the latest Updates and then Restart the PC.
