    There is a logical reason for why so little tornado proofing is done. Run of the mill construction workers mostly work with cheap materials that allow them to get a house done fast and in the same way they always do it. In other words, they're being cheap and lazy, sticking with how they've always done it. Also, on a policy level, to tornado-proof a house is more or less defined as having a tornado shelter. So, once again, why make the entire house capable of resisting a tornado, when you can just buy a shelter and build a cheap house around that to qualify as sufficiently safe(even then some people don't have shelters).

      Bang for buck, I would imagine the house would have to be smaller if it was built to withstand mega-winds. Dome homes seem to hold up fairly well, but not everyone likes the round look. Still when it comes down to me, personally, and the health and safety of my family, it pays to not conform ; )
