Just take a look again at the battles between Luffy and Naruto when these two series of anime end, with all the moves that they will make up in the future, and then make a fight with their true power
In terms of exp both naruto and luffy have faught many strong enemies and both have a variety of attacks in term they honestly are an even match either could win. Yes naruto may have destructive power but we have seen luffy use destructive attacks before as well. The actual key to deciding the winner here would be endurance. Luffy has great endurance due to his devil fruit but I believe narutos healing from the nine tails overcomes luffys endurance. Winner naruto why naruto has been seen taking just as much punishment as luffy. And he also can heal. Its clear healing overcomes endurance.

Imo Gear 5 wont be that much if anything, nothing. All the gears is just Luffy edging towards DF Awakening, and Gear 4 is basically the most he can do with his limited DF Power. Now what I believe his actual DF Awakening will be is probably, plastic-man abilities.

naruto can use sage mode with sage mode he can dodge things much faster than pacifista bullets without even moving and when naruto turns into tailed beast mode or sage of the six paths mode, the energy around him causes people to faint and things like buildings to go down for miles around him

Honestly, this result could change by the time One Piece is done, but Naruto currently wins this fight, since he's a moon level character. Luffy doesn't have that Destructive Capability. This could very easily change though don't get me wrong.

I know this is a little off topic, but I still think Alabasta was a horrible choice for a stage to represent One Piece. It looks like some random city in India/Egypt. Without any context, I thought the stage was from Jo Jo's Bizarre Adventure or something, but nope, It's from One Piece. I mean, what do you first imagine when you think about the setting of One Piece? Open blue seas, clear blue skies, pirate and navy ships, maybe a jungle on an island or something. So what do we get?...A barren fucking desert town that has nothing resembling One Piece in it. Smh, I still think that was one of the worst decisions made for the game...
