Hell yeah. Always love these fleet reviews. Shame that the 1920s one skipped the battleships but oh well.
On interwar CLs: I also didn't like them at first, but nowadays I actually appreciate them quite a bit. Since they're light cruisers instead of protected cruisers you get a much better armor layout (flat deck on belt or even sloped) and if you can cram TDS in you get a lot more protection than even large protected cruisers. The 6" single turrets become outdated relatively quickly since you can build twin turret CLs in the 1920s already, but heavier designs like the Surcouf are relatively competitive for a while.
What I like to do is give them a midlife refit to 5" DP twin gun turrets. That way you squeeze the maximum value out of them and get capable heavy AA cruisers that still slaughter destroyers, and can is probably better than before vs CLs too even after downsizing the caliber (With a modernized turret setup you'll look at 4 5"-DP guns firing straight forward or backward vs 2 6" guns. Only on mostly broadside situations do you lose a bit of performance).
Also on the Sinop, I think 6" is still considered to be small caliber so it also gets the bonus against destroyers. And in a world of mostly 12" battleships 9-10" armor belts hold up a lot better than they usually do.
I also like the Japanese 6 14" style budget battlecruisers. 14" guns really have a lot more stopping power and range than 12", especially once taking 10"+ armor belts into account.

You're right about the armour layout on the light cruisers, that's probably what I've not been giving enough weight. I've seen conflicting information about the 6" accuracy penalty, possibly it changed from one edition of RtW to another.
