you should right click on the image that says 'background' and select the option 'layer from background'. it'll then turn into layer. hope this helped ^^

You first find the image and the open it, the you click and hold the layer on the left and drag it on to where is says new project or the tab you will be creating the picture.

I have used your method before and it worked, but now I think I did something that I'm no longer able to paint on the layer mask. I've changed colors, opacity and hardness and still nothing. Any tips on what could be wrong?

I suggest, we should use average blur command to get the average colour from the basic ( lower image with lighthouse ) and colour blend the lady's picture in it. I believe that can give better results . Rest what you was perfect ...
