It’s because you’re not hitting him low enough to the zone where he does a time debuff instead. The solution is to feed another two Piis to your dragons on the team and switch that skill boost plus super awakening to the brick

In my non-skill-up team, I have Suzaku, Leilan Pheasant and her recovery boost super awakening. And I learned that if you can make 2 fire combos and recover all missing HP, he can’t one-shot you.

No there's a build that uses nezuko that does work at lvl 1 as well as one that uses Cian and gungho Lakshmi. Check BiraPad's channel I think they have something
