cmd dont recognize the "php -v" or "php --version" commands

Make sure to add your php file directory to the path in environment variables system variables.

can you help me ,because when i write the localhost it doesn't open ,it says :couldn not open input file :localhost 8000
if you could help me ,it would be nice ,the video is really helpful ,and i did all what the video schows /._.
