A Cambodian here. Let me breakdown to you for some context and information.
    1. Cambodia currently has only one deepsea port (Sihanoukville), which is almost 200 km from the capital. Our exports/imports are either through paying the toll/tax through the Vietnam waterway or land shipping to the sea, which is very expensive. The concept of building our own canal is not new, as the former PM, Hun Sen, had concerns since the 1990s, when Cambodia and Vietnam had a political dispute and Vietnam literally blocked almost 80% of import/export from/to Cambodia that caused the price of goods to rise exponentially and sent our economy into panic. Thus, it is only the right thing for us to have a waterway ourselves, which most of the Cambodians are entirely supportive of and proud of this project.
    2. The notion of building this will cause the water from Mekong to flow into the sea faster, and environmental concerns from our neighbor are ridiculous. Yes, I am aware that a project this scale will more or less cause some environmental concerns, but the canal was not built directly on the Mekong water flow; it was built on the existing waterway on the Bassac river (most of it is ponds, lakes, and only 1/3 part of the canal will actually have to be digging land to connect one lake to another), and if you are still concerned about the outflow of fresh water to the sea, wait until you discover how many man-made canals our neighbor has built on the Mekong waterflow. Also, the government of Cambodia has published reports of findings, invited representatives of embassies to showcase its findings on pre-construction studies, and even done a live presentation on social media, so the excuse that they are hiding is laughable.
    3. Again, I understand that Chinese influence in Cambodia is concerning, but we tried to cozy up to the West without success. Thus, what can we do? Stay poor until the West changes its mind that they want to help us? Cambodia is a small nation, without any significant importance politically, so our only hope is to help ourselves any way we can. That is why we're trying to build everything to keep our economy running. Therefore, as a Cambodian, this canal will be an important option for us to breathe out of our own nose.
So I hope most audiences would understand Cambodians' sentiment for choosing to do something for its growth and survival without letting Superpowers using this as a pretext to clash with China and advance their agenda in SEA. Also, my English is not good so apology for any weird structured/mistakes.

There’s also the unjust accusation that Foreign War Vessels can travel through the Canal and station on the Tonlé Sap with ease, of course the entire width of the lower basin will be less than 80meters (estimates to be about the beam of USS Ronald Reagan) and that’s not taking into account of new planned provincial canal port facilities of Kep and Kampot. So it would be difficult for any war vessel especially Aircraft Carriers to travel through, especially since they can’t even travel through the Panama Canal anymore despite it being over 110 meters in width.
And for a fact in Cambodia Domestic Policy, there cannot be any soldiers or vessels station in any sovereign part of its territory unless it’s an embassy. We don’t host any foreign military bases because there hasn’t and hopefully wouldn’t be a need for foreign intervention in Cambodian Affairs in the near future.

Myself long with most Cambodians, would gladly fund this project without relying on foreign investment if we have to. because we have no desire to depend on anyone else. This canal will allow us to breathe through our own nose. We've endured enough from our own history of internal and external conflicts. This is a new chapter for Cambodia, one where we will prosper.

All countries will act in their own interest. However, Cambodia’s fortunes (especially economic) are probably much more aligned with those of China. Pragmatism is almost always the better path. Autocratic governments can provide stability and more rapid economic development if they rule wisely (eg China vs India; Singapore vs Philippines). True political freedom is a luxury that only an educated society and economic freedom can bring about. All the best to Cambodia!
