They do... when they can. If they can with tech, they absolutely do. Their glide bombs, which were a response to HIMARS, are devastating, and caused by far the most losses on the Ukrainian side, with pretty much nothing they can do to stop it efficiently. Russia also picked up on how useful drones are and started to use them a LOT after getting hammered by then in the early war.
What the Russians cannot do, is changing their horribly inefficient command structure or get rid of the endemic lying to military command. Which means orders take a long time to issue, and an opening that could be exploited today, will go away by the time the orders clear, but then the attack still has to commence, because the order is now there. And a lot of these attacks are commenced based on false reports. Like, if after a failed assault on a machine gun nest, Ivan reports that the attack failed, but they totally blew up the machine gun, the officers would order another assault with the notion that the nest is now empty, and the enemy only has carryable small arms. And then the next attack gets mowed down by that "totally destroyed" machine gun, because Ivan was lying to save his reputation. And when every single officer lies like that, no information can be trusted and as such military brass will make decisions blindly.
On top of that, every big action has to be cleared by Putin. After all, he does not suffer attempts at ignoring him and if you decide to things differently, Putin will get you before Ukraine would. Which adds further delay, and makes Putin the main military commander, and he is not a tactician.

Sad as your one biased person?

Trolls: note that it was Russian analysists who said "this army group has consistently failed all offensive operations in this region, and will not be able to advance now before the change in weather".
After three years of NOT being able to do anything even with a 6-month period when Ukraine had no ammo, you really should start questioning how intelligent you appear when you go on and on about how amazing Russia is doing and that stupid "Ukraine has suffered 10 times that many" nonsense.

It's either Russian incompetence, or.. perhaps expecting breakthroughs like in the past is simple not possible on the modem battlefield when both sides are giving serious attention to the same particular area.
If there's anything that I have observed in this war, it's that breakthroughs have almost exclusively only happened in places that the enemy did not expect, and the very few others happened only when the defender was critically low on ammo.
