The second floor only gives your ships morale. Ships only get to 119 morale by themselves, but being in dorms (any floor), they can reach 150. When they have their morale high, they will get more xp from battles, so it helps with getting shipyard ships
As far as I know they are totally random, and after you get the commission you also have to get lucky and actually get the gems as reward. As such you are pretty much on mercy of rng and not very reliable source of gems but something nice additional you get from time to time.

I think you can manage somewhat okay, if you keep only SR and some elite ships you like it can be managed. Then you also get some free gems giving decent amount of space to work with. You cannot keep all the ships but can still play just fine.
Yes, you can play it without spending on dock, but you will be full in no time. The only way is to have only high rarity ships and buying slots until you have at least 50 free slots. I guess you want to buy skins, so maybe those slots will give you enough time to get gems for it
Sorry my memory is bit hazy but I think the game requires you to clear the whole map before showing the gem reward missions for 3starring, also might require you to 3 star them in order (if you 3star x-2 before x-1 I think it will not show it, events also work with this logic). Worry not, atleast wedding skin is permanent so you have time to get that ring. Also they typically give out one ring for free during coming up anniversary event so you should be good!

Can you play this game without investing a lot in the dock? Where I live, the dollar is extremely expensive
