I was always entering the distance first and for some reason your tip to enter the angle first and lock it in made the difference so there were no more erratic lines! How to create a table automatically with the NE entered of each line. Is there a way to add to the table the deflection angle value between lines. Is a routine necessary to create? If so, do you know the name? Or is it available?

04/27/21 UGH!!! Is there a command or commands in AutoCAD 2018 that I can run will show the Bearings and metes and bounds of a line I drew in a site plan? This isn't information provided in the LIST command. The information is NOT listed in the Accessor's Property Map through the County of Los Angeles.
you can rotate the UCS to OBject and use plan to rotate the view so NORTH will stay North and draw a whole Neighborhood with winding roads and North stays North in any case. I got complaints when I drew building sites and rotated them other divisions wanted to use the drawings and had to painstakingly rotate them back to north.
You're correct, I think that's a better way. I would say, however, that it's not easy to manage rotated UCS when in projects. It can be a painful when creating new Xref views that need to have the same UCS. For anyone else who might read this comment, if you're not using projects, Hans suggestion would be ideal. If you're using projects, then, I'd recommend rotating like I have in this video, then rotate xref when you create a final site plan view.

I appreciate your video. For better accuracy, avoid dragging the line next time. Doing so might alter its direction slightly. Instead, extend the other line to create an accurate angle and point.

I don't think so. I've never seen it done, but maybe there's something that could be done to be able to tag the boundary lines with those parametric.
There is a command named annotate which ll provide u with the details of lines and arc.
