Building a Hidden Camera Detector using Infrared

Is it not detecting IR lights as opposed to a hidden camera? What if the camera doesn't have IR illumination?

Well I bought an infrared flash light, thinking that I could see in the dark only using my phone. It worked! But, the phone camera can't detect the infrared at more than 1meter/3feet away, and imunation area seems to be drastically removed aswell.
