Buses specifically used to take people to and from work. the temp agencies & beyond part will be after they show signs of recovery. If they continue to use while in the rehab center, their privileges will be taken away almost like prison.. humanity is helping people not enabling them. I don't see a point in babying grown men and women. When they recieve funds from work an out outsourced company will come in and give teaching lessons once a month or maybe more if necessary to show them how to open a savings and checking account and manage their money according to their realistic and productive future goals. They have to bring in their bill summary to prove to the rehab center that they are not pulling cash out to buy drugs or alcohol. This way they are taught accountability and money management. As soon as they are ready to get off their feet they can start looking for apartments to rent. Temptation is very strong so they will be referred to apartments away from their old habitual triggering environment. They will pay a small fee 5-10$ a month almost like a bus pass to continue to use the bus that takes people to and from work until they are able to get completely off aid within a year or two. They will apply for food stamps and use CalFresh to purchase groceries (~$300 /m) so they can focus on paying rent or saving to pay rent (max two years per person on welfare). They have to do the hard work, what is their purpose in life? you can give a person all the tools they need to succeed but if they do not have the ambition to maintain all that they have accomplished they can easily and will easily lose sight of it. Depending on criminal records they could volunteer a portion of doing different types of activities in the rehab center and in neighboring areas to figure out what each person seems to be interested in or cares about. They will be given weekly homework assignments were they have to report back on how their week went what they did and what interested in them the most about the specific task or volunteer work that they did. They also need tosummarize or answer questions regarding what they were taught during their classesto test their knowledge and retaining information capacity to make sure they are actually learning about the tools been given. If they are not understanding the class will be retarded again later that week. The outside source will come in and assess their homework every week and give them information on how to apply for school for that specific interest or licensing centers so that they could get the job that they want eventually. If they have kids or wants kids in the futurethey will also be talked about the basics of having and raising and caring for kids. There is more to it obviously. But this is a basic idea of what I want to do when I run for mayor for My Town within the next 30 years. I plan on doing more in my lifetime.. any of the helpers who volunteer their time to teach or do any of the above listed tasks in order to help these people will be deferred taxes for also a maximum of two years consecutively. There must be a one year wait in between so they do not completely just stop paying taxes. Then they will be allowed to volunteer again for another two years. The community has to feel involved in the participation of decisions being made that oversee the situation that way they feel more tempted to want to help voluntarily. Good people are out there I believe that wholeheartedly. I also believe they need a motivation or reason to want to help. in my experience I have noticed that people who want to help themselves and show they are really truly trying receive the most help from those good people

Extremely difficult to pull yourself up, when you don’t have housing. Many of these people are mentally ill and most are abusing drugs.
