I grew up in Shasta lake but live in Wyoming now. I went home for new years did nothing but rain for a week. Glad to see the lake getting some much needed water.
I grew up in Shasta Lake (Central Valley) still live there and my parents were from Wyoming , spent many of summers there. Many extended family members live there and still have family owned real-estate in the Lyman area.
I have fished lakes in the middle of winter with a spinner bait and caught some good fish. Maybe not in such extreme conditions but cold and clear. Try using a single Colorado blade and crawl that thing along the bottom. They thump harder than willows. Add scent and even a rattle. Craw and bounce super slow. All you are trying to do is put it in front of their face for a winter reaction (Luck). If not, change it up to a jig or craw.
