CO2 doesn't usually exsist as a liquid, it's either solid, which is dry ice, or gas like normal. At high pressures liquid CO2 can exsist and yes you are right it has to be either very cold or very very pressurised. I think to see the exact temps you can google CO2s phase change diagram.
