The step pattern where there is a crossover ending in a opposite panel jump (for example here with crossovers ending in down or up then L+R jump) is just horrible chart design. The idea is that you give players some sort of benefit for doing the crossover. Instead the sequence is super awkward if you do the crossover making double stepping way better.
