Slightly simplified, Elon's method consists of formulating a goal (SpaceX, lower the prices of the rockets, Tesla, mass-produce a reliable electric car) and then find a practical solution. But for the psychology of the large population it seems difficult to formulate a clear goal (in a moment the entire state can change) and then the rest of the method does not work.
