How to get primer to stick to a clear coat

Primer wouldn't stick to skirting boards or architraves until I did this test. Turns out Sanding the surface is best, but wiping with Sugar Soap, Turps, Metho, Acetone or a wire brush are almost just as good - and a whole lot easier.
