Then I look further in the code and could see I had both the "$mail->Send())" AND the "if ( $mail->Send()) { echo "Email was sent!"; } else { echo "Something went wrong..."; }" added to the script. There are many cases for the failure of SMTP connection in PHPMailer and lack of SSL is one of that too. There might be a case, that the Open SSL extension is not enabled in your php.ini which is creating the connection problem. So, try to enable the extension=php_openssl.

You might be hitting the link twice. Otherwise, there is no such thing that sends 2 emails instead of one
