They are projected I believe.

I think they are added directly to the images the Camera is capturing. Search by "Perfume “Cling Cling” World" and watch it after 12:35, there are similar effects made by Rhyzomatiks too, and it was a Live Streaming.

We can see sensors formed as accessories on their bodies .
Part of the light reacts to sensors and is projected on video in real time.
