This movie is an allegory for the trans experience. Owen is a trans individual (I'm assuming a trans woman but I'm not sure, possibly nonbinary) who never accepted them self and is suffocating inside a body they didn't identify with. That's why they get so hooked on the show and identified so much with Isabel (I think that's her name). The scene near the end when Owen has a meltdown is because they're realizing time is running out and they never got to live the life they wanted. But even after coming to terms with it, they bottle it back up and walk through their work apologizing to everyone about it. I get why you were so confused about the messaging of the movie but the nostalgia is more because the writer/director grew up in the 90's and also because a lot of queer people found kinship through media, you'd identify with a certain character and realize it's because you were trans or you'd find people with like interests who see you for who you are. Its not necessarily commenting on the nostalgia, its more of a tool. Even when Owen rewatches the show and isn't as impressed with it isn't really about the nostalgia, its about them repressing their true self so much that they can't remember who they are anymore.
