In Roman mythology Neptune was the god of freshwater and the sea. Mercury was the god of merchants, thieves and eloquence. To celebrate the day of Mercury, merchants sprinkled their heads and ships with the water taken from the well (Aqua Mercurii). My assumption: it is pretty difficult to associate Mercury with some kind of special power. It is easy for Venus (goddess of Love), Mars (god of war) and Jupiter (god of thunder). Commerce and theft don't make good special powers so I assume she got the eloquence and something related to the Festival of Mercury.
