Russia is depleting their old stock munitions while filling the stock with new ones.. Russia is well verse with war of attrition. Their military factory is on full force. While Ukraine is relying on Foreign Aid, Russia is making their own weapon and munitions. Aid will not last if we are talking about war of attrition. Everyone will get tired providing aid if their is no progress on Ukrainian defense.

The bomb design is perfect however I wouldn't want to within a mile. People need to understand, the shockwave expands so fast and picks ground materials up. Even if you live through the fall and shrapnel your lungs, eyes, and ears all are trashed.

ODAB-1500 is loaded with 800 kg of piperillen - a liquid explosive - which packs approximately 9 tonns of TNT equivavelent in explosive power. Total anihilation radius from impact point - 50m, dangerous area radius - 200 m.
Shock wave causes serious contusion beyond 200 meters.
200m away from a hand grenade can be dangerous. 1,5 tonne bomb has slightly bigger impact.

For the ODAB-1500 200m is the area where a human target may be killed, or severely injured. Below 130m the probabilty of being killed is about 70%. Below 50 meters that probabilty is 100%. For a handgrenade the 100% kill radius is about 1 m and lesser.

The FOAB is so big that it is tricky to launch it (usually, bombs that size are just dropped out the rear end of cargo aircraft). And you do not want to fly that close to the enemy with a big bomber / cargo aircraft.
