The maker of this movie DEFINTELY made some good calls when casting the VA's. All the important characters sound the way they should. Also liked the idea of Gogeta's "Big Bang Kamehameha" combining with Hyper Shadic's "Chaos Wind" to create a super powerful combo attack.
Being a fan character I'd normally be inclined to disagree. But I can't because the fact is not only are you right, they did this for the Sonic cast as a whole, either intentionally, or just because they researched badly for both sides of the characters. They tried to say the movie took place in between Cell and Buu behind the scenes, which makes zero sense and doesn't work at all because Goku would be dead and he and Vegeta wouldn't have ever fused. They forgot that anthro characters are common in DB and Goku and Vegeta interact with them on a regular basis what with Oolong and Puar. The surprise at Ki attacks makes no sense whatsoever as the Sonic cast has encountered similar stuff plenty of times. They tried to say the Maximum Power Level in Sonic's universe was 1 million because they thought in order for the crossover to be compatible, the DB cast had to be nerfed which is COMPLETE BS. If they'd researched better, they'd have found that if they had to nerf any characters for the sake of the crossover at all, it would have been the Sonic cast and not the DB cast unironically, because as far back as Sonic 06, Super Sonic and Shadow have legitimately been capable of soloing all of Dragon Ball, including Super, because when you do research on Solaris you find that he unironically scales higher than Zen-Oh (TLDR he's a higher dimensional being that eclipses time, space, and dimensions completely, and could blink the DB Multiverse away. And Zen-Oh is still bound to those things despite being high multiversal) And Solaris isn't even the most powerful Sonic villain. I sincerely love this movie a lot, but the research and power scaling was done really badly, and if they wanted to be more accurate, they should have either taken the fanfic easy route and just said the characters were relative to each other, or if they kept the "multiverse bridging weakened characters" Plotline, done it for Sonic and Shadow so that they'd be relative to Goku and Vegeta.
The creator made this movie at a time when community of sprite animations didn't have insufferable Sonic and Dragon Ball fanboys bothering him about fighting power... And at that time Sonic's power in sprite animations, Super Sonic was equivalent to Ssj3, but nowadays every Sonic fan demands that Super Sonic be completely superior to all DBS characters...

As much as I sincerely love this movie, and I DO sincerely love it...they really did the Sonic cast dirty on the Power Scaling front. Let's rewind to 2006. Solaris was a super-dimensional god that simultaneously existed in every point in time, space, and dimensions, AND transcended the CONCEPTS, of Time, Space, and Dimensions. In the words of Eggman, it consumed dimensions for lunch. Take a moment to consider what that means for a second. Even the Omni-King, with all his high multiversal destruction capabilities, was still subjected to the concept of time, as shown by the fact that Present Zen-Oh and Future Zen-Oh are separate entities. So...as weird as it sounds, Solaris > Zen-Oh. And while Sonic, Shadow, and Silver didn't outright Kill Solaris, they did completely neutralize it. Plain and simple, they beat it. And the rabbit hole doesn't stop there. When the flame was blown out, it didn't just delete Silver's future, it deleted Solaris from having EVER existed. So, the point in time where it was DESTROYED, doesn't even exist anymore. So for all intents and purposes, Silver's timeline shouldn't have even been POSSIBLE to recover. Yet the Time Eater SOMEHOW managed to do that. Meaning Time Eater > Omnipotent God Monster that completely eclipsed the concepts of time, space, and all dimensions. Meaning Modern Super Sonic + Classic Super Sonic > 06 Super Sonic, Super Shadow, and Super Silver. And after that? It gets even more ridiculous because The End was declared the most powerful foe Sonic ever fought... As insane and wrong as it feels to say, the exact reverse of the approach to power scaling in this movie needed to happen. Goku, Vegeta, and Broly WEREN'T the ones that needed to be powered down to not break the other series. Either THEY needed to be powered UP, or the SONIC CAST needed to be powered down, as mind boggling and stupid as that sounds... The idea that the max power level in Sonic's world was One Million, as presented in the behind the scenes material, before the co-director deleted his channel, was COMPLETE BS, and as awesome and hard working as the creative team was, the power scaling on this movie was utterly botched.

It's a fan animation so technically power scaling doesn't matter because this clearly takes place in an alternative Sonic verse meaning that the Sonic in this verse is not equivalent to the main canon Sonic. Powerscaling wise yes, this is badly done if the creators intended this to be the main canon Sonic. The power scaling wasn't god awful as different variants of the same characters differ in power. Different variants of Sonic can be weaker than Game Sonic but there are ones that can be stronger than Archie Sonic, so this Sonic variant is weaker than Game Sonic. The same rules apply to Goku and Vegeta, not trying to make them seem stronger but this is a fan animation so the people have every right to scale these characters how they want to. I'm trying to be as neutral as possible here.
Nah, what’s really getting me angry is the Broly scaling. Just like you said, Sonic should be way stronger than Buu saga characters, but Goku and Vegeta should be stronger too, especially since the Broly is at most massively stronger than Gohan SSJ2 level, which in the movie timeline is stronger than the canon timeline. But SSJ3 Goku had enough power to either (depending on movie or anime) has enough power to be sense across dimensional sized universes (the Otherworld was able to feel the power of SSj3 Goku), or completely warp it. It doesn’t matter what kind of bs transformation Broly went through, that gap of stronger than solar system level to universal is crazy. Sorry for the nerd powerscaling
in hindsight, releasing the entire movie in one go like this probably would have been a much smarter idea.
