Correct. But it’s usual to build a skyscraper with rebar instead of steel I-beam. So this cannot be a 13 story building as someone suggested in the comments.
Raphael, you have to go to giftland mall and you will get a better view of the pasha global hotel. Also, one could build as high with reinforce concrete as you wish. Tall buildings are not restricted to steel frames only. The tallest building in the world is reinforce concrete. The next tallest building , the jedda tower in Saudi Arabia is a rebar reinforce concrete building. This is the material of choice today for building engineers. I don't know why, but we should investigate. Even in America they have switched from steel frames to rebar.

Manicuring and landscaping new developments seems to be another downfall for Guyana it's like bathing without soap or brushing your teeth without rinsing your mouth new development but your not getting the full potential because the surrounding area is not manicured all that bush needs to go
Those drain works being performed are very problematic...the design is taking away the natural table that helps water permeate into the ground thereby slowing and reducing the amount of water that needs to go out to the sea. This design will cause flash floods when it rains, due to removal of natural runoffs
