You have it right except that a cutter could also be used to cut out a piece of fondant without a design. Some plunger cutters also emboss a design onto fondant when cutting--like butterfly cutters that imprint a design on the wings.
What is the difference between fondant embossing and using a cutter. Does the embosser press into the fondant leaving a imprint and cutter cuts out a design that has been imprinted on.

You just(press very gently (not rub) so you do not destroy the design.
