This is why power levels dont work in anime. Most good fighting or magic anime there is no number its by feats of strength and fighting ability its easier to understand. Yeah they were equal and maintained that for quite a long time, even late during the TOP if they used their perfected their blue they were the same and if one was stringer it wasn't by much, not enough to change the outcome of a fight. It wasn't until Vegetas new form, Gokus SSJbKK20 that it changed, if used at the same time even those were about equal... but UI and MUI changed that drastically... however, their base was still on par. So if yiu take out transformations which are just base multipliers and only went off base, they were equal for a very long time... they still may be very similar. At this point it's hard to make drastic gains in base power to supercede the others power, it all comes down the transformations and abilities which Ultra Ego closed that huge gap, it seems a lot more stable than MUI amd he may not be close to perfecting it which would surpass MUI... right now I still give the edge in a fight to MUI, just my opinion.

Vegeta couldnt increase/decrease his power level in the saiyan saga. His power was 24k (until he transformed to the oozaru)
