I know that legalization will certainly lead to abuse. If I have the choice of someone getting really drunk or really high on weed and being released into society, I'll take the stoner any day. I would be considerably less afraid of finding myself in a car where the driver is high on marijuana, than in one in which the driver is drunk. If anything, I might feel a little more safer in that knowledge. I have no clinical data to back up my findings. I can only speak to that from personal experience. Disclaimer: I have used, and do still appreciate the therapeutic effects of marijuana, but very rarely partake.
