Why is the 12 not being counted as a load in span AB?

sir the three values are -7.4666 , -2.13 .-17.6 sir then moments sign will change once check

At the time 7:18 why for span AB only considered clock wise moment ? May we assume that anti clock wise moment?

No you should assume them as clockwise. Because when we make slope deflection equations we assume that all the moments are clockwise. Later when we get negative values only, we will know our assumption is incorrect.
