How does a "material" pope still have the power to elect cardinals if he is not "formally" a Pope?

If heresy separates one from the Body of Christ, how can they be a part even materially?

"The essence of the Thesis regarding the material element is that legal reality (designation) can only be taken away by those whose right is to make legal pronouncements (Cardinals, Ecumenical Councils), whereas factual reality (authority) can be lost or impeded ipso facto." - Fr. Nicolás É Despósito
"The Thesis uses the distinctions taught by St. Antoninus (et al.), and applies theological principles such as that of supplied jurisdiction (Billuart et al.) to explain the continuity of the material element which in turn guarantees the restoration of the formal element." - Fr. Nicolás É Despósito
