I could easily see some Skarlet on Takeda's place, or Harley Queen as guest, but they didn't anyway, then in the next pack they needed to add female characters, but if the pack released without the cyborgs again, a lot of people (me included) would get hightly pissed at them even more after the atrocity they did in MK11 with the NPC thing. So... They just literally merged the problems...
