bottom part is designed wider to avoid saturation and narrow part is designed to reduce or cancel out the armature mmf. since armature mmf and interpole mmf are both proportional to armature current, Our goal is to reduce or cancel out armature reaction on undergoing commutation and avoid sparking. so narrow part is designed such that is only cancel armature mmf not effect the neighbouring coil.
