Important difference you should have stretch is that in pull based some agent should be installed in the destination machine. But in push based no agent needed. It just uses ssh to do it.
I originally thought that the correct answer was simply "Pull config model," because there is a terraform module that supports deploying resources with Terraform and pulling resource information back into Ansible. Also, as you mentioned, if the master is not in the AWS environment, access key/secret key can be used. So, I believe that options such as terraform and access key/secret key are possible, however not required.
