Also there is a business case that this is not good policy. For most businesses, discrimination is not a good thing. Why would a driver turn down someone who is willing to pay to go somewhere? Unless they want to earn less or target a specific customer type (example: High end items), a business that discriminates against someone would make someone get the good or service somewhere else.
